The Jurors’ Choice Award was created in 2017 to recognize work that goes over, above, and beyond award the award criteria across multiple categories.

The Jurors’ Choice Award goes to the City of Dubuque for its Upper Bee Branch Restoration project. The extremely comprehensive nature of the project and its site-specific qualities went over and above the criteria, almost to the point of being irreplicable.
